Greetings:
I write as a new student of surveys and survey theory. Attached are two actual surveys where the matrix could not be completed because consistent statements could not be arranged. Would ask if there is a strategy for completing such tasks where three statements in horizontal arrangement must exist in agreement with themselves. Have tried to manipulate them with no success. This has occurred only a fraction of the time but it is frustrating to have to abandon a survey when so much effort is invested. Hoping for an informed reply.
