I think "Block" should be a second 'treatment factor. If you want to assume zero interaction, as in a traditional randomized block analysis, just leave the interaction term out of the model (though I think it's better to include the interaction term so that you have a straightforward, Factor A (Treatment) by Factor B (Block) analysis.
If your "block" variable varies within-subjects, then you can do a repeated-measures ANOVA with Treatment as a between-subject factor and Block as a within-subject factor (the data need to be in wide format, with one row of data per participant). Again, you can change the model to leave out the interaction term if you really don't want to include it.
