OSWeb experiment does not counterbalance lists

Last week I posted a problem I am having with an OSWeb experiment. It has two lists, but when I run the experiment using OSWeb, it does not counterbalance them across participants. They always do List 1, but never List 2. Here is the the question I posted, with a more detailed explanation of the problem.
The thing is that I made a mistake and posted it in the wrong discussion forum, so I have not received a response so far about what may be going on. I would really appreciate some help as I cannot figure out what may be causing this.

Hi Teresa, could you share your experiment? Then we can try to find out. Bottom line, your counterbalancing based on subject number works when you try it in the browser, but not when you upload it to Jatos? Right?
