  In principle, yes. You could use the Python webbrowser module to launch a browser from within an OpenSesame inline_script. For example:

  import webbrowser
  webbrowser.open('http://osdoc.cogsci.nl/')
  

  However, the exact behavior, such as whether the focus will automatically switch to the browser or not, will depend on your system.
